Shirley Anne Brownlee was born on January 22, 1955, in Philadelphia, Pennsylvania, to the late Inez Black and Rufus Brownlee. She peacefully departed this life on June 3, 2026.
Shirley was the fourth of six siblings. She was preceded in death by her sisters, Pauline Jackson and Ida Gray.
Shirley received her education through the Philadelphia school system and graduated from Germantown High School. She furthered her studies at Pierce Junior College, demonstrating her commitment to learning and professional growth.
Shirley was a hard worker and devoted more than two decades of service working as a senior clerk for the Department of Human Services. Her strong work ethic, professionalism, and compassion left a lasting impact on all who had the privilege of working alongside her.
Shirley had a passion for life and adventure. She enjoyed traveling, exploring new places, and creating lasting memories with family and friends. Family gatherings were especially dear to her heart. Her famous salmon macaroni salad was a favorite at family events and will be fondly remembered by all who shared her table.
Shirley flourished in various ministries wherever God placed her, dedicating her life wholeheartedly to doing His work. She began her Christian journey at Deliverance Evangelistic Church and later continued her walk at Bethel Deliverance International Church.
For 15 years, through her foundational role at Victory House International Ministries (VHIM) and the Women of Victory Empowerment Network (WOVEN) as a spiritual advisor and mentor, Pastor Shirley Brownlee’s life was a beacon of faith. She poured herself into ministry as a teacher, intercessor, counselor, and anointed speaker, leaving an enduring impact on all who were blessed to know her. In 2002, Shirley became a member of Brand New Life Christian Center. She was anointed with many gifts and graces and was consistently equipped with spiritual warfare weapons, faithfully standing strong in prayer and service. She was passionate about working in the Deliverance Ministry to see people set free. Shirley was elevated from Minister to Evangelist, to Elder and Bible School Teacher in the Church Bible Institute, and lastly served as Associate Pastor over the Outreach Ministry.
She leaves behind her beloved brother, William Black; her sister-in-law, Christine Black; her brother- in-law James Gray; her sister Sandra Randolph and her sister, Gloria Brownlee. She leaves to cherish her memory a host of nieces, nephews, great-nieces and nephews, great-great nephews and nieces, extended family members, dear friends, and all whose lives were blessed by knowing her. Though she will be deeply missed, Shirley's love, wisdom, and beautiful spirit will live on forever in the hearts of those she leaves behind.
Relatives and friends were invited to her viewing on Saturday, June 13, 2026 from 8:30 to 9:20 A.M. and funeral service from 9:30 at Brand New Life Christian Center, 6301 Germantown Avenue, Philadelphia, PA 19144. Her graveside service followed at Chelten Hills Cemetery, 1701 East Washington Lane, Philadelphia, PA 19138.
Religious services were conducted by Bishop Earl Palmer and Apostle Maria Palmer from Brand New Life Christian Center.
